Major decisions in the sphere of higher professional education, taken by Russia for the last five years, point to acceptance of the modernization course of higher  education as a modeling tool of innovative development of the country. Background of Transformation Process of a Technological University into a National Research Technological University

The history of the Kazan state technological university springs from integrated industrial college, which was established by the Ministry of Public Education of the Russian Empire in 1890. As of 2015, it is the largest center of national higher technological education. The university realizes 134 directions and specialties of training, among them 81 are specialties of higher professional education, 32 directions are of Bachelor and 21 directions are Master degree programs. Synopsis

A paradoxical challenge of the present situation in the sphere of university education is its perceived gaps with basic science and the lack of integration of university research to the real economy, especially in the development and implementation of new industrial technologies.

The chemical and defense industry play a significant role in modern Russian economy, which are the basic segments of the industry and a stable economic and social development of the country cannot be without the successful development of these branches of industry. They are characterized by high cost of equipment, energy and resource-intensity. The following problems prevent to modernizations and innovative development of production system of new materials associated with these  industries, based on chemical technology and nanotechnology:

  • • Mechanical reproduction of cadres instead of advanced education in this sphere
  • • Insufficient level for of research intensity in a modern economy of polymer and composite material
  • • The high cost and insufficient competitiveness of consumer properties of advanced materials in comparison with imported raw materials created in Russia

 

Decision to establish the university on the basis of technological research university, conducting training and research for the chemical and defense complexes of the country is logical in light of the foregoing.

The mission of the research university is to upgrade the knowledge-based industry of multifunctional polymeric and composite materials and products through the development and transfer of advanced technologies for needs of high-tech industries.

Strategic development goals are:

  • • To become a recognized leader in training for chemical-processing industries of the Russian economy
  • • To become the main center of industrial science and technologies transfer in Russia
  • • To become the base Russian center of technological expertise and forecasting in the sphere of chemical engineering
  • • To become the base Russian center of international integration in the sphere of chemical engineering and education

Abstract

Case is devoted to the problems of creation of a national research university in Russia in the situation of higher education reforming in the country. Overview of higher  education system in Russia and history of technological transformation of the university in a national research university are introduced in the case. The case provides  scope to examine the results of two phases of the development program of the university and difficulties of the transformation process.
