Creation of a National Research University in Russia

The System of Higher Education in Russia in the Period of Reforming

Major decisions in the sphere of higher professional education, taken by Russia for the last five years, point to acceptance of the modernization course of higher  education as a modeling tool of innovative development of the country. The proclaimed modernization consists of science integration, progressive innovative industry and education. The balance center of expected integration as shown in the main government documents (creation of federal university, competitive examinations of national research universities, the business license in high schools, etc.) is entrusted to one of three partners – universities or the higher education system as a whole. At the same time, business community and academic science called upon to create a supportive environment in which universities would be able to fulfill their mission in full. The transformation of Russian higher education affects all spheres of society. The continuous process of interaction between producers and consumers of education – administrators and professorship of universities, students and their parents, employers and labor market happens in the system of higher education. The mismatch problem of interests and demands of students, their parents, employers and universities on the background of permanent state reforms creates a complex system of implementation of a two tier system of education...........................

Background of Transformation Process of a Technological University into a National Research Technological University

The history of the Kazan state technological university springs from integrated industrial college, which was established by the Ministry of Public Education of the Russian Empire in 1890. As of 2015, it is the largest center of national higher technological education. The university realizes 134 directions and specialties of training, among them 81 are specialties of higher professional education, 32 directions are of Bachelor and 21 directions are Master degree programs. The university has got about 27000 students from Russia and countries near and far abroad...............

Mission, Goals and Objectives for Development Program of The Technological University

Mission of the technological university as a national research technological university consists of modernization of science-consuming industry of multi-functional polymer and composite materials and products on the base of working out and transfer of advanced technologies for needs of hi tech branches of industry.

The development goal of the university is staffing, academic and technological support of working out and high technologies transfer of manufacturing cluster of multi-functional polymer and composite materials and products. To achieve this goal the university has set the following tasks:

The First Stage is the Stage of Modernization

The stage goal is optimization of innovative research and educational profile and integrative connections of the university with foreign and national science and industry, a start of an investment mechanism of PSD in view of complex of program schedule.

Tasks of the stage:

• Implementation of fundamental and applied researches on the basis of academic centers, established in cooperation with the institutes of Russian Academy of Sciences, branch institutes, industrial enterprises in priority areas of the university
• .....................

The Second Stage is the Stage of Steady Growth

The stage goal is: output of commercialization process of results of NRU research and educational activities on a stable, sustainable base.

Tasks of the stage:

• The transition of innovative belt around the higher education institute to the phase of the growth and the emergence of synergetic effect of PSD activity for the priority areas of economic development
• ...................

The Third Stage is the Stage of Perspective Development

The stage goal is the support of NRU functioning on a qualitatively new level as a self-financed academic centre which is integrated with the international environment in the sphere of new materials production.

Tasks of the stage:

• Transition to a phase of generation and commercialization of promising innovative projects on the basis of extra-budgetary funding sources
• ..............

Financial Support of the Project of a National Research University

The purpose of the financial and economic strategy of the university is the accumulation of their own financial resources for five years (stages ‘modernization’ and ‘steady growth’), which are sufficient for a sustainable innovative development of self-financing projects to create advanced polymer and composite materials and technologies (the stage ‘perspective development’)............

Management System for Creation of The National Research University Program

A management model by the NRU reflects the process of integration of education, science and industry on the basis of the University. Its structure must include scientific and educational centers, research and production enterprises, research institutes and other organizations, which are significant for the chemical industry and legally, organizationally and economically dependent. All or part of the property on these enterprises must belong to the university where innovative process of learning is directly coupled with implementation of scientific, design and technological, economic, financial or industrial operation..........

Results of Program Development of The National Research University in 2010-2014

The Most Significant Scientific Achievements of the University

Growth dynamics of publication activity of the University shows that the total number of articles published in journals from the list of Higher Attestation Commission (HAC), has doubled for five years, and in 2.3 times in priority areas. The NRU plan in the number of publications in journals HAC consistently was performed over five years with a slight excess (5%–10%)................

Improvement of the educational process and increase of its efficiency in terms of contribution to the staffing of the economy and the social sphere

The introduction of network forms of education, bachelors training, specialists in engineering for the formation of stable relations of the university with an industry sector will ensure the strategic national paradigm of the ‘philosophy of partnership’, which is based on effective interaction of business, government and educational services...............

The most significant infrastructural changes, including the development of innovative infrastructure

The innovative infrastructure of the university includes all the necessary elements forming mechanism of ‘‘innovative elevator’’ (a system of cooperation in the field of continuous resource support and funding of innovative projects at all stages of the innovative cycle)...............

Integration of the University into world scientific and educational space, and measures to improve its positioning on the international level

The University has worked with the agency Quacquarelli Symonds (QS) since 2013, which is the rating originator QS World University Rankings. In 2014, the University ranked among the QS World University...............

What’s Next?

From an interview with the rector of the university: ‘We have passed the difficult path of transformation of the technological university into a national research university in five years, have achieved significant results in science and education, changes in university infrastructure and institutional reforms...............

Creation of a National Research University in Russia

A paradoxical challenge of the present situation in the sphere of university education is its perceived gaps with basic science and the lack of integration of university research to the real economy, especially in the development and implementation of new industrial technologies.

The chemical and defense industry play a significant role in modern Russian economy, which are the basic segments of the industry and a stable economic and social development of the country cannot be without the successful development of these branches of industry. They are characterized by high cost of equipment, energy and resource-intensity. The following problems prevent to modernizations and innovative development of production system of new materials associated with these  industries, based on chemical technology and nanotechnology:

  • • Mechanical reproduction of cadres instead of advanced education in this sphere
  • • Insufficient level for of research intensity in a modern economy of polymer and composite material
  • • The high cost and insufficient competitiveness of consumer properties of advanced materials in comparison with imported raw materials created in Russia

Decision to establish the university on the basis of technological research university, conducting training and research for the chemical and defense complexes of the country is logical in light of the foregoing.

The mission of the research university is to upgrade the knowledge-based industry of multifunctional polymeric and composite materials and products through the development and transfer of advanced technologies for needs of high-tech industries.

Strategic development goals are:

  • • To become a recognized leader in training for chemical-processing industries of the Russian economy
  • • To become the main center of industrial science and technologies transfer in Russia
  • • To become the base Russian center of technological expertise and forecasting in the sphere of chemical engineering
  • • To become the base Russian center of international integration in the sphere of chemical engineering and education

Strategic Priorities:

  • 1. Providing of close connection with the developing industry.
  • 2. Integration into the international educational and scientific space.
  • 3. Information content and technical and technological support for the training (formation of an euniversity).
  • 4. Promoting the quality of chemical preparation in high school.

Pedagogical Overview

Main discussion pastures

There are three primary discussion pastures the instructor can use to frame the case discussion:

  • 1. To identify the problems of creating a research university in Russia in the context of the reform of higher education in the country, to analyze realistic goals and objectives of University development; to determine a working life of university management system;
  • 2. To assess the results of the program of university development in the 2010-2014, to determine the positive and negative aspects of this process, to assess the status of the institution of higher education in Russia;
  • 3. ...............
